Monitoring Implementation and Effects of GHG Mitigation Policies: Steps to Develop Performance Indicators

Indicators incorporated into regular monitoring activities can enhance the implementation of mitigation policies and actions. This working paper outlines three steps in developing indicators
for monitoring performance: formulating a list of possible
indicators, selecting indicators to monitor performance,
and collecting and monitoring data.
